A Metropolitan Police officer who sprayed her neighbours with a hosepipe during a row about washing dog poo into their garden has been found guilty of misconduct.

Detective Sergeant Mel Chinn deliberately used a hose to douse the couple next door in water on two occasions while washing her dog’s urine and faeces under the garden fence at her home in Croydon.

Neighbours Chloe Baldwin and Owain Walcroft moved into their property home in 2017, with DS Chinn and her husband Darren Fishley living next door, MailOnline reports.

But in 2019, the neighbours argued over a planning dispute, when Ms Baldwin and Mr Walcroft built a ground floor exntesion to their £600,000 home.

It also involved the raising of a side passageway between the two properties by 13 inches.

Tensions inflamed in September 2022 when DS Chinn and her husband began hosing excrement from her Rhodesian ridgeback puppy under the dividing fence.

Her neighbours, a couple with young children, said the bad smell brought flies, and when they asked DS Chinn to stop, she sprayed them with the hose.

A video taken by Ms Baldwin was served as evidence of the first spraying incident, during which DS Chinn also told Ms Baldwin she had mental health issues and was ‘unhinged’.

The panel said this footage was ‘conclusive evidence’ of DS Chinn’s conduct.

Footage from a row in April 2022 heard Ms Chinn saying: ‘There’s something really cathartic about this, cleaning away the p*ss and cleaning away the s**t. It makes me feel good.’

In June 2022 she also caused Ms Baldwin’s garden party to come to an end after spraying hose under the fence as guests were outside.

She has since quit the force.

Video and Ring doorbell footage was also used to prove the second incident, when Mr Fishley directed ‘foul abuse’ at his neighbours while DS Chinn sprayed a jet of water at them.

The police officer denied the spray came from her, instead blaming her daughter.

After looking at video footage of DS Chinn’s hair bun appearing over the fence, the panel concluded it probably was her.

A third alleged incident of hose spraying was found not proved, but the panel concluded there had been multiple times when DS Chinn deliberately washed dog poo under the fence between March and September 2022.

This included a time when she was heard saying ‘There’s something really cathartic about this, cleaning away the p**s and cleaning away the s**t. It makes me feel good’.

In the written report, the panel said: ‘The Panel considers that the conduct found proved under Allegations 1, 2 and 4 would bring discredit to the police service. This Standard expressly refers to off duty conduct and, in the Panel’s view, members of the public would be dismayed to see an experienced police officer behaving in such a way towards anyone, let alone their next door neighbour.

‘The spraying episodes had a threatening and abusive element to them, and the conduct in Allegation 4 was extremely unpleasant.’

The panel said DS Chinn’s conduct was aggravated by her ‘intimidating and aggressive’ comments to Ms Baldwin about mental health and parenting skills.

They also noted ‘Former DS Chinn has not accepted her wrongdoing and has made no apology for the distress she has caused’.

The panel concluded she was guilty of gross misconduct, but concluded she would not have been sacked.

‘Had former DS Chinn remained in post, the Panel considers that a Final Written Warning would have met the need to declare proper standards of behaviour within the police service,’ it said.

Ms Chinn denied the allegations and said: ‘The whole situation has left me feeling powerless and very isolated and the only way to regain some sense of autonomy was to dissociate from the situation and focus on my family.’
